The whole state of CA is rife with homelessness. Even where I grew up in upper-middle class Orange County – homeless are everywhere. They can even squat in the sidewalk in front of your home and the police can not make them leave.
Looks like satans form of feast of tabernacles. No need to travel to calcutta or cairo or lagos as its near by.
